This rubber plug sits in the front of the head chassis and seals a hole where moisture intrusion can cause rust problems. Over the years - the replacement piece hardens and becomes porous - allowing water into places where it doesn't belong. VW used OEM part number 113 701 347 for this - and it is a simple but effective part for a clean and dry head chassis. Combine this with other rubbers in the head chassis if you are already sealing your Beetle.
